Deputy Commissioner – Regional Coordinator – Southern Region

Key Responsibilities

  • Support ease of doing business initiatives through review of the process and effective deployment of staff in key critical areas to facilitate trade.
  • Monitor and support revenue collection initiatives through identified effective strategies.
  • Formulate regional administrative budgets, monitor and control expenditure approvals within the region.
  • Coordinate Brand Building Initiatives, Media Engagement, and Customer Complaints Resolution in the Region.
  • Coordinate Enforcement activities in the Region
  • Create synergy across the departments and facilitate exchange of tax information to enhance revenue collections and service delivery.
  • Facilitate implementation of corporate initiatives in the region: Audit, Integrity, QMS and Risk Management.

Deputy Commissioner – Information Communication & Technology

Key Responsibilities

  •  Coordinating on resource and capacity planning for the required ICT skills in the Authority
  • Budgeting and expenditure approvals and control
  • Formulating and implementing ICT Policy
  • Coordinating systems integration
  • Coordinating identification, selection and deployment of suitable infrastructure technologies in the Authority
  • Liaise with internal and external stakeholders on matters that relate to automation in tax administration, systems integrations and policy formulation
  • Provide regular reports and technology related advice to the KRA Management and Board of Directors.
  • Drive initiatives to improve ethics, culture and facilitate change management in the division.
  • Ensure conformity to ISO (9001/2015 and 27001/2013) and data security requirements.

Academic Qualifications

  • A Bachelor’s degree in Computer Science, Management Information Systems, Information Technology, Electrical / Electronic Engineering, Telecommunications or any other IT related field.
  • Post Graduate degree in IT related field will be an added advantage.

Professional Qualifications / Membership to professional bodies

  • Certification in IT Governance in any of the following; Certified Information Security Auditor, Certified Information Security Manager, Certified Governance IT, Control Objectives for Information technologies, ITIL, Project Management (Prince II or PMP Certification)
  • Membership in a recognized IT related professional body.

Work experience.

  • Minimum of ten (10) years of work experience in IT practice with at least five (5) years at a senior management level in a comparable organization.

Deputy Commissioner – Risk Management

Key Responsibilities

  • Oversee the development and implementation of the Customs operational risk framework
  • Coordinate collection of business intelligence data and analysis
  • Oversee creation, maintenance and updating of the risk profile database
  • Oversees development of mitigation mechanisms to counter identified risks
  • Oversee monitoring and evaluation of profiled and targeted declarations.
  • Oversee post-clearance audit function

Work experience

Minimum of 10 years of work experience in Customs or tax operations, 5 (cumulatively) of which must have been in any of the following: audit, policy, release points, or tax stations, risk management or National Targeting Center, Document Processing Centre, Valuation, Policy or Enforcement; at least 3 years in a senior management role.

Deputy Commissioner – Human Resources

Key Responsibilities

  • Formulation and implementation of HR strategies and policies to support the overall Corporate strategy.
  • Forecasting workforce requirements, trends, variances and aligning them to the available budgetary allocations.
  • Provide the Authority with an optimum number of well trained, appropriately skilled and highly motivated staff to meet its objectives.
  • Drive a high performance culture.

Key Responsibilities

Key Responsibilities
